Will a guy get offended if you don't come onto him?

If a guy's coming onto you, will he get offended when you don't come onto him? I was with a guy I like who was putting the moves on and getting pretty close for about 20minutes, but I didn't want to seem desperate, and waited it out. Maybe he thought that was rejection? We ended up kissing, but he still acted very weird and guarded afterwards. Was he disappointed?
